A 511,656 sq ft warehouse to accommodate an increase in business activity for TDG which already occupy premises next door.
About 82,100 sq ft of small scale industrial accommodation with units suitable for start up businesses.
Extensive landscaping proposals, retaining more than 21 hectares of the 39 hectare site as open land.
New access road, road markings and footways to improve the existing junctions with Bryn Lane.
A separate warehouse of 415,000 sq ft for an existing local company for expansion purposes.
Mr Goddard said: "We bought this site in 2003 when it was in a run-down state and set about making it a viable option for businesses to consider as a location.
"We had taken the same approach with our flagship industrial estate in Carlisle, the 400 acre Kingmoor Park.
"This site was also run-down and had previously been a Ministry of Defence storage site.
"We now have more than 1,500 employees working there and 150 tenants including some of the biggest names in business in the country. Our aim is to repeat this process in Wrexham."
Mr Goddard said the area of land in Wrexham had already been designated for employment use and the scheme is specifically designed for two major occupiers for which there are no other suitable sites in the town.
"It will provide a major investment, and a massive vote of confidence in Wrexham Industrial Estate.
"Our scheme has been carefully designed so that landscaping is also a key factor in the proposals," he added.
"Wherever possible we have retained existing trees, hedgerows and ponds and have introduced new areas of woodland and six additional ponds which will maximise the wildlife opportunities on the site and minimise any impacts."
